To bid on Germany’s motorway bridges, recent references count more than size

Germany plans to modernise 4,000 bridges on heavily used motorways within ten years; two Autobahn GmbH notices each let one self-contained job, outside any framework. Entry turned on recent references of named kinds and, in Bonn, on proof of having built a bridge faster than its client’s design allowed.

On this page

Germany plans to modernise 4,000 bridges on a core network of heavily used motorways within ten years, but the two notices read here from Die Autobahn GmbH des Bundes, the company that runs the federal motorways, each let a self-contained job: three bridges on the A1, and the first part-structure of one approach bridge in Bonn. Neither was a call-off from a framework agreement. What decided who could take part was the evidence each notice demanded: construction references of named kinds from a recent window and, in Bonn, proof of having built a bridge faster than its client’s own design allowed.1, 2, 3, 4, 5

Autobahn GmbH says it gives priority to bridges by their place in the modernisation network and to structures that no longer fully meet the state of the art, and that it aims, where possible, to carry out bridge projects in whole route sections, to keep the intervention in traffic down. The two notices here, one in an open procedure and one in a negotiated procedure, are examples of how that work reaches the market, not a sample of it.2, 4, 5

On the A1, the gate is five years of named kinds of job

The A1 notice, published on by the company’s Westphalia branch, covered the replacement of three bridges carrying county roads, with their demolition and the adjoining road works, in an open procedure decided on price alone, with tenders due on . Each bidder needed references from the last five completed calendar years: at least three in demolition, recycling and disposal, one for a replacement or new bridge with spans over 20.0 m built while motorway traffic kept flowing, and one for a bridge built with precast elements. One reference could count for more than one category, and turnover from comparable work over the last three completed financial years had to be declared, with no minimum stated in the notice. Firms on the construction industry’s prequalification list could prove their suitability through their entry, adding references where the listed ones fell short; others filed a self-declaration as interim proof.4

Three tenders came in, and the contract, concluded on , went to three firms bidding jointly; the award notice does not publish the value.6 What screens a bidder out here is a missing kind of job in a recent window, not its size.

In Bonn, speed is scored twice

Bonn’s northern Rhine bridge, which carried more than 100,000 vehicles a day, was closed on after investigations found structural damage to its load-bearing structure, and on the federal transport ministry reported Autobahn GmbH’s finding that the approach bridge could not be run under traffic and a new structure had to be built. Demolition of the roughly 660 m approach bridge had begun a few weeks before Autobahn GmbH announced the replacement tender on , aiming to award it before Christmas 2026.3, 7

The notice of runs a negotiated procedure with a call for competition for one contract of 22 months covering design and construction together, and Autobahn GmbH says the new bridge is to take at most two years to build. The contract is for the first part-structure: a motorway bridge usually has two, one for each carriageway. As of , Autobahn GmbH counts about 28,000 part-structures on its network of about 13,200 km. The notice invites exactly three candidates to tender, and requests to participate closed on .1, 2, 3, 5, 8

To qualify at all, an applicant needed, from the last ten years, a reference for a road bridge of at least 100 m in steel, steel-composite or prestressed concrete, precast methods included, on a federal trunk road or an equivalent road. It also needed a bridge with spans over 35 m on a dual carriageway that it had built in less time than the client’s own design for that bridge allowed, with the saving shown in months or per cent. Because the contract includes the design, it needed two design references as well, from a design office, for structures of at least 100 m designed in BIM. Missing any of these excluded the request; if more than three applicants qualified, the criteria were assessed to pick the three, under a separate weighting document.5 Autobahn GmbH said fast building weighs considerably in assessing those references, above all proof of shorter construction times, for example through innovative methods, prefabrication or accelerated sequences. Firms that had shown in comparable projects that they could modernise bridges quickly, it said, stood a markedly better chance of reaching the negotiations.3

At award, a shorter completion period carries 30% of the score, as much as price; the construction and logistics concept takes 20%, and the level of the bidder’s mark-ups for overheads, risk and profit, a second cost criterion, the remaining 20%. The notice also reserves the client’s right to award on the initial tenders without further negotiation.5 A contractor without a documented time saving on a comparable bridge could not be shortlisted at all, and at award its programme counts for as much as the price line, with the mark-ups adding a further 20% on cost.

Autobahn GmbH’s bridge competence centre, which coordinates the programme’s planning and steering with the branches, says it gives impetus to, for example, fast building with precast construction and a high degree of prefabrication, to keep interventions in traffic to a minimum.2 The A1 notice made precast experience a reference a bidder had to hold; Bonn’s accepted precast bridges as references and, through its time-saving criterion, rewarded the speed the method is meant to deliver.

Bonn’s turnover declaration counted a firm’s share of comparable contracts carried out jointly with other companies, and its self-declarations extended to planned subcontractors.5 What these notices test, then, is the reference file a bidder brings, alone or as a group: construction jobs of the named kinds, a documented time saving and, for design and build, a design office with references of its own.

The money is earmarked; most of it is not listed by project

Autobahn GmbH’s financing and implementation plan for 2025 to 2029, as at , shows €2.5 billion a year from the federal special fund for infrastructure and climate neutrality, to be used only to maintain bridges and tunnels on the existing motorway network, with resurfacing allowed where it is directly tied to that work. The figures rested on the government’s draft budgets and were subject to the final federal budget for 2025, the law creating the fund had still to be passed, and the plan warns that the budget and transport committees’ approval of it does not ensure its whole portfolio is financed. It puts maintenance, bridge modernisation above all, ahead of starting new motorway projects.9

As of , Autobahn GmbH’s page on the fund speaks of around 100 motorway modernisation projects, says the money goes both to planned repairs and replacements and to work already under way before the fund was set up, and says its overview is being added to continuously.10

The plan names maintenance projects above €50 million one by one, about €7.9 billion in all; about €17.7 billion of maintenance, in smaller projects and in the maintenance shares of other schemes, is not listed project by project, because of their number, small scale and shorter planning times.9 For that unlisted part, the larger of the two, the plan gives a bidder no project to prepare for. The two notices read here, once out, left less than a month: to tender on the A1, to apply in Bonn.

The Dutch overview shows volume, not projects

The Dutch agency Rijkswaterstaat published on an overview of the replacement and major renovation of bridges, tunnels and locks it still has to contract over five years, by year of expected tender and award and without project names. Its table, which also carries a line of €0.6 billion for 2025, all with a budget, totals €12.85 billion in expected project costs, including VAT at 2025 prices and part of Rijkswaterstaat’s own costs; €6.3 billion of it has a budget and €6.55 billion does not, and the overview calls itself a snapshot that may change. In every year of the table from the 2028 line on, the amount without a budget is larger than the funded amount.11

As of , Rijkswaterstaat’s page on major maintenance says that the cabinet’s proposed reprioritisation of all national infrastructure projects, sent to parliament on , is to be decided at the spring budget memorandum of 2027, after which Rijkswaterstaat can update its procurement planning, and that some renewal may happen later than foreseen.12 Our guide to how road authorities buy works covers Rijkswaterstaat’s procurement plans and their pause.

The two documents leave different gaps: the Dutch overview shows the volume year by year without naming a project, and more of it unfunded than funded; the German plan shows money set aside for bridges and tunnels but names maintenance projects only above €50 million, the smaller part of its planned maintenance investment.
